Hand in Hand Afghanistan Organization (HIHAO) is a not-for-profit organization based in Afghanistan. It started operations in 2007. HIHAO is part of the international Hand in Hand (HiH) network of independent organizations, working together towards a shared vision to alleviate poverty through job creation. The overall Hand in Hand mission is to promote the economic and social empowerment of women, by supporting the creation of sustainable enterprises, improved livelihoods, and jobs.

HIHAO has implemented projects funded by DFID, European Union, CAFOD, WFP, GIZ, USAID, World Bank, DANIDA, Sida, Hilti foundation, UNOCHA, UNFAO, IRC, UN Women and Hand in Hand International through its main office in Mazar-e-Sharif, Balkh province of Afghanistan.

Job Summary

ESSENTIAL DUTIES & RESPONSIBILITIES

A. Monitoring, Evaluation, Accountability and Learning (Approximately 60%)

MEAL Systems and Planning

·        Support the MEAL Manager in implementing project MEAL plans, Performance Indicator Tracking Sheets (PITS), and data collection tools.

·        Assist the MEAL Manager in developing, testing, deploying, and managing digital data collection systems using Kobo Toolbox and other relevant platforms.

·        Support the regular tracking, analysis, and reporting of project indicators and maintain project MEAL databases and documentation.

·        Assist the MEAL Manager in the development and periodic review of logframes, performance indicators, MEAL frameworks, and project monitoring tools.

Monitoring

·        Conduct regular field monitoring visits to verify project implementation, outputs, and progress against approved work plans and performance indicators.

·        Verify the accuracy, completeness, consistency, timeliness, and quality of monitoring data collected by project staff and enumerators.

·        Conduct routine Data Quality Assessments (DQAs) and prepare monitoring reports with key findings and recommendations.

·        Support joint monitoring missions with donors, partners, government counterparts, and senior management, as required.

·        Follow up on the implementation of recommendations arising from monitoring visits, data quality assessments, evaluations, and donor monitoring missions.

Evaluation

·        Support the planning and implementation of baseline, midline, endline, Post-Distribution Monitoring (PDM), outcome monitoring, and other project assessments.

·        Coordinate and supervise field data collection activities, ensuring compliance with approved methodologies and data quality standards.

·        Support data cleaning, analysis, interpretation, and the preparation of assessment and evaluation reports.

Data Management, Accountability and Learning

·        Support data management processes, including data verification, validation, cleaning, analysis, visualization, and maintenance of project databases and the organizational Management Information System (MIS)

·        Support the implementation of the Feedback and Complaints Response Mechanism (FCRM) and Accountability to Affected Populations (AAP).

·        Document lessons learned, best practices, innovations, and recommendations to support organizational learning and programme improvement.

·        Provide technical support and on-the-job coaching to project staff and enumerators on MEAL tools, digital data collection systems, data quality, and reporting requirements.

·        Ensure the confidentiality, security, and proper storage of project data in accordance with HIHAO’s Data Protection Policy and donor requirements.

Reporting and Coordination

·        Support the MEAL Manager in preparing internal and donor reports through the compilation, analysis, and presentation of monitoring data.

·        Coordinate with programme teams to ensure the timely submission of accurate, complete, and high-quality monitoring data and supporting documentation.

·        Support monitoring missions, donor visits, assessments, evaluations, and other MEAL-related activities as assigned by the MEAL Manager.


B. Media and Communications (Approximately 40%)

Content Development and Documentation

·        Develop project success stories, case studies, human-interest stories, lessons learned, and beneficiary interviews.

·        Plan and conduct field visits to document project activities through photographs, videos, and interviews.

·        Ensure informed consent is obtained and documented before capturing photographs, videos, or personal stories.

·        Produce, edit, and archive photographs, videos, and other multimedia products for project documentation, organizational learning, and donor visibility.

Communication and Visibility

·        Develop communication materials, including newsletters, brochures, fact sheets, infographics, banners, and presentations.

·        Ensure compliance with donor branding and visibility requirements across all communication materials.

·        Prepare communication products highlighting project achievements and organizational impact.

·        Support the preparation and design of annual reports and organizational publications.

Digital Platforms and Information Management

·        Regularly update HIHAO’s website, social media platforms, and other approved digital communication channels with verified project information and visibility materials..

·        Manage digital archives of photographs, videos, publications, and communication products.

·        Coordinate with programme and MEAL teams to ensure communication materials are evidence-based and technically accurate.

·        Update media-related information within HIHAO’s MIS, where applicable.

Stakeholder Communication

·        Coordinate with project managers and field teams to collect project information and visibility materials.

·        Support communication activities during project events, workshops, exhibitions, stakeholder meetings, and donor visits.

·        Prepare media releases, communication briefs, and promotional materials as required.

·        Translate communication materials, reports, success stories, newsletters, and visibility products between English, Dari, and Pashto while ensuring accuracy and consistency of messaging.


C. Other Responsibilities

·        Maintain confidentiality of project information and beneficiary data.

·        Ensure compliance with HIHAO policies, safeguarding principles, and data protection requirements.

·        Regularly participate in internal coordination meetings and relevant external coordination forums when assigned.

·        Support organizational knowledge management by maintaining organized repositories of reports, assessments, communication products, and lessons learned.

·     Perform any other duties assigned by the supervisor consistent with the position.

Job Requirements

·        Bachelor’s degree in Economics, Journalism, Social Sciences, or a related field (Master’s preferred).

·        Minimum 1-3–years of relevant experience in MEAL and/or communications within humanitarian or development organizations.

·        Experience with Kobo Toolbox, Excel, Power BI/SPSS (or similar data analysis software), and Microsoft Office.

·        Experience in photography, videography, graphic design, and multimedia editing.

·        Strong report writing and communication skills.

·        Fluency in English, Dari, and Pashto.

·        Strong interpersonal and coordination skills.
